Don&#039;t do what you&#039;re told and we cut some of your matching funds.  How dare the feds treat the several states in this way with OUR tax dollars?  Ever hear of the 10th Amendment?  The states should not comply with this extortion.  If we don&#039;t take their hand outs, they can&#039;t tell us what to do!</description>
